Status: Final Directive Published

We published the final Secondary Coolant Systems directive in December 2025.
Thank you to everyone who took the time to participate in this consultation. Read our What We Heard Report that summarizes the feedback from consultation participants.

The newly adopted CSA B52:23 Mechanical Refrigeration Code incorporates specific requirements for secondary coolant systems that were previously included in safety order SO-BP 2021-01. Since these requirements are now broadly addressed within the code, we will replace this safety order by a new directive which aims to:

  • address the application of secondary coolant overpressure protection requirements, including documentation requirements when the chosen approach includes monitoring or process management elements;
  • clarify testing and maintenance requirements for secondary coolant systems, including test objectives/capabilities, testing frequencies, reporting, records retention, and continual monitoring for refrigerant leakage.

To support continued collaboration with the refrigeration industry, we would like to invite industry experts to review the draft directive linked below, then share your feedback by answering a short survey. Your feedback will help shape the final directive.
