Alternative Safety Approaches: Pre-application Fee

The Alternative Safety Approach (ASA) team works with clients before ASA application submission, to support successful submissions. The pre-application work involves time from senior safety officers and safety managers, as well as subject matter experts (SME) on other teams, to conduct research, provide technical or regulatory guidance, and answer client questions. This work can take months or sometimes even years, due to the scale of the projects. Currently, the pre-application work is not included as part of the application fee and therefore our costs of providing this technical service are not being recovered.
We are proposing a new mandatory pre-application fee charged at the professional service rate once the client and TSBC agree to explore the ASA pathway. This allows for the cost to be scaled based on the level of support required for each client and the complexity of the submission.
Fees for this pre-application service will most likely be reconciled and billed to clients quarterly until the application is received, however frequency may vary based on the frequency of meetings and size of the project.
