After consulting with industry safety partners, we would like to inform you about the upcoming fee changes effective January 1, 2026. |
Based on consultation feedback, we understand that our clients and safety partners did not want to pay higher fees in exchange for longer-term certainty. As a result, we have removed the proposed third-year increase of 6% and will instead launch a 2-year fee schedule, with increases to be reviewed again in 2027. Most of our fees will increase by 4% next year and 5% in 2027. Other changes include:
- 10% increase for new and renewed licences in 2026
- A $5 annual fee for printing and postage for mailed letter communications will be applied during the duration of active certification
- A new fee for physical wallet cards for licence for Gas and Electrical
- A new pre-certification support fee for Rail
- A new pre-application support fee for Alternative Safety Approaches (ASA)
- An updated professional service rate for Compliance and Enforcement work
- Late renewal fee: a 5% surcharge will be applied to the renewal fee on any late licence and/or certificate renewals (compounded at 1% every 30 days), starting one day after the expiry date
- New requirement: effective January 1, 2026, Class B and Class REF clients will be required to submit a quality control program manual to renew their licence. A new fee will be implemented for reviewing this manual. To support this change, we are offering a one-year transitional period for existing clients. During this period, clients may renew their licence first and submit their manual by January 1, 2027 for review and acceptance.
Fees implemented later in 2026
- A $5 annual fee for printing and postage for mailed letter communications will be applied during the duration of active licence
- A new fee for physical wallet card for certification
- Simplified operating permit fees for plant registration and individual boilers and pressure vessels, that will launch later in 2026 alongside a new permit tool for BPVR.
Fees not implemented
- Based on consultation feedback, the fee increase for electrical installation permits under $1,000 will be held in 2026 only
- Based on consultation feedback, implementation of refrigeration operating permits more than 5kw will be held until further review.
We are a self-funded, not-for-profit safety regulator. We do not receive government funding, and do not operate for profit. Every dollar is reinvested to strengthen the safety system and better serve our clients and partners.
How fees are used
Fees are set to recover the costs of delivering safety oversight in BC. They support core activities such as incident investigations, enforcement actions that keep the system fair and compliant, and safety risk assessments that inform codes and regulatory improvements. Fees also fund education programs and public safety campaigns, including recalls, hazard alerts, and awareness initiatives, that help protect communities and equipment owners.
Beyond oversight, fees also cover essential operational needs, from maintaining facilities and vehicles to building an operating reserve that ensures stability in times of uncertainty.
