Licensing and Certification Fees

Licensing fees support the continuous improvement of upgrades to our internal systems and client portal functionality for licensing services. These fees also allow us to offer enhanced education for licensees, make improvements to the Find a Licensed Contractor registry, and continue ongoing work to address the underground economy.

Recent efficiencies include over 50% reduction in average processing times for clients to:

  • Obtain new or renew existing licences; and
  • Acquire new licensing applications (7.4 days vs. 15 days previously).

We propose the following changes related to licensing and certification fees:

  • Increase for new licences and licence renewals
  • New late fees for renewing a licence or certification after its expiry date
  • New physical printing fees for paper communications and wallet cards for licence and certification
  • New fees for Quality Control Program for Class B and REF contractor licences in the BPVR technology


Increases for New and Renewed Licences

We are proposing all licensing fees shown in the current fee schedule be subject to a 10% fee increase in 2026; all licensing fees will resume the general fee increases proposed for 2027 and 2028.

Late Fees: Licensing and Certification Renewals

Keeping your licence and certificate up to date is essential to ensuring you can legally solicit and perform regulated work in BC.

To encourage on time renewals, we are proposing a 5% late fee that will be applied to the renewal fee on any late licence or certificate renewals starting one day after the expiry date and compounded at 1% every 30 days, for each respective licence or certificate.

Quality Control Program for Class B and Refrigeration Clients

Adherence to safety regulations is crucial for everyone in the safety system. Currently, 22% of Class B and Refrigeration clients are not in good standing. To improve safety and compliance, starting in 2026 when the next phase of our business improvement project is launched, BPVR refrigeration and Class B licensees will be required to develop a quality control program, which is already required for other licence classes. This includes an additional fee.
