A fee adjustment is required to support simplifying the design registration process and investing in new technology to best serve our clients. We are proposing to increase our fees for boilers, pressure vessels and refrigeration (BPVR), elevating devices (ED), and gas (GA) design registration applications for 2025.
Your input will help us assess the impact of these fee changes on you and your industry. We are committed to offering a fair and transparent consultation process.

Since 2020, Technical Safety BC has been making improvements to the design registration process in three main areas:

We want to acknowledge the service delays experienced by some design registration clients during 2023, and to reiterate our commitment to meeting your expectations. Not only have service timelines returned to normal, but we have also made improvements to further reduce application turnaround times.
Please note, we are consulting on a one-year fee proposal for 2025 to realign design registration fees with the timing of the general fee schedules. A 13% increase is proposed across all applicable fees.

We know that time is a critical factor in any project. This is why our team has been hard at work improving turnaround times by:
adding more resources to process applications; and
optimizing internal workflows to ensure baseline service levels are met regardless of fluctuations in applications volume.
Overall reduction in standard application turnaround times*:
BPVR - 20% (5 days) reduction in average turnaround time
ED - 15% (7 days) reduction in average turnaround time
GA - 40% (26 days) reduction in average turnaround time
*New overall processing time vs. average processing times in 2021-2022; individual processing times may vary on a case-by-case basis
2. Improved application workflow
Since 2020, a critical area of focus has been enhancing the overall application experience. Transitioning from paper applications to digital submissions via the design registration portal has helped improve the overall application workflow in the following ways:
faster application from start to finish;
increased application transparency including up-to-date status tracking;
more updates throughout the application process;
more cost-efficient submissions (cost savings include printing, postage, and parcel insurance); and
self-serve functionality which enables clients to track their progress, tailor application types and input fields, search for design registration submissions by admin number, contact the engineering team, and pay their invoices online.
3. Increased client support
According to our most recent client satisfaction survey, design registration clients are seeking more support from us while completing their applications. Therefore, we have been focusing on ensuring there is ample support throughout the application process including:
more communication channels such as the design registration portal, email, and phone.

1. Deferred fees are proposed fee changes that would not be implemented on January 1, 2025, but at a later date with 90 days notice, subject to general fee increase.2. A design which has been previously registered by another province in Canada and has a Canadian Registration Number (CRN). Both the design documentation and the proof of registration in another province must be included with the application
3. Boiler, pressure vessel, pressure piping, and pressure fitting designs whose application contents are consistent with the published guidance material and are not likely to require any substantial review effort to verify compliance.
4. Applications may be reclassified by TSBC as "complex" following submission where there is a large scope of design review effort resulting from:
dependence upon application of engineering judgement rather than prescriptive design code clauses;
unfamiliarity with applicable codes, standards, design practices or registration process; and/or
significant communication exchanges are required due to the applicant's lack of responsiveness.
5. Applications may be reclassified as "exceptional" by TSBC following “complex” submissions where there are additional factors to consider, including:
the design is novel;
codes and standards are unique, unfamiliar, or new to the province of BC; and
the scope is very large and requires multiple days to review.
6. Applied to boiler, pressure vessel, pressure piping, and pressure fitting designs if an application is cancelled by the applicant or rejected by Technical Safety BC after being reviewed by engineering. You would pay the cancellation fee instead of any design registration fee.
7. Applied to boiler, pressure vessel, pressure piping, and pressure fitting design applications in the event that an application is cancelled by the applicant before being reviewed by engineering. You would pay the cancellation fee instead of any design registration fee.
